Application for mooring pen beside existing jetty

An application for the creation of a boat mooring pen adjacent to an existing timber jetty has been lodged for 17 Cedar Cr, Blackwall.

Measuring five metres by nine metres, it would be located adjacent to the eastern side of the jetty.

The proposal claims that "no new construction or demolition is required as part of this pro-posal", as it involves the formalisation of an existing berthing area.

However, despite this, amongst the benefits it claims for the proposal is that it "is expected to contribute to positive economic outcomes by providing short-term construction employment".

The Department of Primary Industries and Regional Development advised that aerial imagery had shown a vessel has consistently been present at the inner end of the jetty.

The Department stated it would not generally approve permanent mooring over type 1 or 2 seagrass except on established canal estates.

But it also stated that it had no objection to the proposal.

The application prepared by Clarke Dowdle and Associates included an Aquatic Habitat Assessment, which confirmed that no seagrass, saltmarsh, protected wetlands, or mangroves would be impacted by the proposed berthing area on the site or in adjacent areas.

The deeper zones where the berthing pen would be situated were found to be devoid of seagrass, macroalgae, or other ecologically significant features.

The aquatic habitats in the foreshore area were classified as "highly sensitive key fish habitat" (Type 1), but the specific areas for the proposed berthing pen were classed as "minimally sensitive key fish habitat" (Type 3).

The application claims that the proposed development is consistent with the objectives of the W2 Recreational Waterways zoning, which allows for water-based recreation and related uses.

Landowner's consent for the lodgement of the Development Application had been granted by the Minister administering the Crown Land Management Act 2016.

The application is currently on public exhibition and open for submissions from the public until August 22.
